Administration

The Administration Vertical aims to ensure a smooth and hassle-free work environment, in order to streamline administrative procedures as well as digitise processes.

Agriculture and Allied Sectors

The Vertical aims for a transformation of Indian agriculture, led by innovation, for improved nutrition and income of farmers, through sustainable as well as inclusive growth.

Data Management and Analysis

The Data Management and Analysis Vertical primarily deals with issues relating to streamlining data usage for public policy. One of its key initiatives is the National Data and Analytics Platform (NDAP) which aims to democratize access to public government data by making data accessible, interoperable, interactive, and available on a user- friendly platform. It hosts datasets from various government agencies, presents them coherently, and provides tools for analytics and visualization.

Economics and Finance Cell

The Economics and Finance Cell aspires to ensure that India remains on a sustainable path as the world’s fastest-growing large economy. The Cell strives to achieve this by driving policy reforms to increase productivity, accelerate capital formation, enhance global competitiveness in strategic sectors, improve access to finance, lower cost of capital for the Indian economy, and improve the quality of living while expanding opportunities for every citizen. This should translate into India’s per capita GDP at 18% of the world average in 2020, rising to the world average within 10-20 years with the base of the pyramid experiencing steady improvement in living standards and faster growth in opportunities.

Education

The Education Division focuses on the entire spectrum of planning and development issues connected with School Education, Higher and Technical Education, and Research. It endeavours to create evidence and influence policy making in the three areas of Access, Quality and Future-readiness as underscored in the National Education Policy (NEP) 2020.

Energy

The Vertical strives to provide top-quality policy support to all stakeholders to make India energy-secure. It aims to boost investment to achieve an efficient, sustainable, and clean energy system. The Vertical makes concerted efforts towards reducing energy import, ensuring an alternative supply of energy and enhancing domestic supply. It seeks to strengthen the energy infrastructure and resolve cross-sectoral issues. The policy framework is geared such that energy is supplied through efficient markets to improve India’s competitiveness and spur economic growth.

Governance

The Governance Division deals with issues concerning the policies and programmes of Central Sector and Centrally Sponsored Schemes, their implementation and monitoring with respect to seven Central Ministries and Departments viz. Department of Fertilisers, Department of Chemicals and Petrochemicals, Department of Consumer Affairs, Department of Food and Public Distribution System, Department of Personnel and Training, Department of Pensions and Pensioners’ Welfare, Department of Administrative Reforms and Public Grievances. It also coordinates the work related to the Government of India (GoI) – United Nations Sustainable Development Cooperation Framework 2023-27.

Governing Council Secretariat and Coordination

The Governing Council of NITI Aayog comprises the Prime Minister of India; Chief Ministers of all the States and Union Territories with Legislature; Lt Governors of other UTs; Ex-Officio Members; Vice Chairperson, NITI Aayog; Full-time Members, NITI Aayog and Special Invitees. First constituted in February 2015 and reconstituted in February 2021, the Governing Council embodies the objectives of cooperative federalism and presents a platform to discuss inter- sectoral, inter-departmental and federal issues to accelerate the implementation of the national development agenda.

Health and Family Welfare

The vision of the Health and Family Welfare Division is to provide policy inputs aligned to the National Health Policy 2017 and make India’s health sector robust, economically affordable, and accessible. The Division provides advice and policy guidance to key stakeholders involved in public health development and management. It engages with the Ministries of Health and Family Welfare and AYUSH, the Department of Pharmaceuticals, the National Health Authority, State and local governments.  The Division also collaborates with reputed international and national academic institutions, research organisations, development partners and eminent experts to advance the discussion towards making long-term impacts on policy approaches for the public health sector.

Industry & Foreign Investment

The Industry & Foreign Investment Vertical is dedicated to driving the growth of India's manufacturing, MSMEs, and Mining sectors while also fostering foreign investments through strategic policies and initiatives. We collaborate with key government departments like DPIIT, Ministry of Textiles, Ministry of MSME, Ministry of Heavy Industries, and Ministry of Mines among others, to achieve our goals.

Infrastructure Connectivity and E-Mobility

The Infrastructure Connectivity Vertical strives to create a transport system that is common, connected, convenient, congestion-free, clean, and cutting-edge.

Integrated Finance Division

Integrated Finance aims to ensure smooth and expeditious flow of financial advice work. Integrated Financial Adviser (IFA) is in-charge of the Budget and Accounts Sections in addition to the Internal Finance Section.

Law

The Law Vertical is the Point of Contact in the NITI Aayog for the Ministry of Law and Justice. The vertical undertakes reviews of Cabinet Notes and new law drafts for legal scrutiny and generating opinions from a Law and Justice Perspective for the subject matters raised. Working towards legal and regulatory reforms in the Judicial and other industrial sectors where regulations are involved are also a focus area.

Managing Urbanisation

The Managing Urbanisation (MU) Division provides data-based policy inputs for making India’s urbanisation manageable, economically productive, environmentally appropriate, and equitable. It offers advice and policy guidance to key stakeholders involved in urban planning, development, and management.   The Division engages with the Ministry of Housing and Urban Affairs, State Governments as well as local governments in formulating policies, programmes, initiatives and reforms. It also collaborates with various national and international academic institutions, research organisations, development partners and eminent experts to advance the discussion towards making a long-term impact on policy approaches for managing urbanisation.

Natural Resources and Environment

The broader vision of the Vertical is to be involved in the formulation of appropriate strategies and polices for the sustainable management of forests; protection of wildlife and habitats; maintenance of a clean, green, and healthy environment; mitigation of climate change. The Vertical seeks to improve the policy framework through effective consultation with all stakeholders, including the academia, think tanks and Centre, and State & UT Governments.  

Public Finance and Policy Analysis

Public Finance and Policy Analysis (PFPA) undertakes the appraisal of public-funded projects and schemes costing Rs 500 crore and above in consultation with the subject divisions of NITI Aayog. This is done before they are considered for recommendation/decision by the Public Investment Board or Expenditure Finance Committee (depending on the nature of the project and its cost).  

Public-Private Partnerships

The Vertical is actively working towards deepening the reach of public-private partnerships as the preferred mode for the implementation of infrastructure projects. It seeks to create timebound world-class infrastructure and attract private sector and institutional capital in infrastructure.

Rural Development

The Rural Development Division of NlTl Aayog provides overall policy guidance to the Department of Rural Development, Ministry ol Rural Development (MoRD). lt engages with Department of Rural Development in formulating policies, programmes, initiatives and reforms. lt also collaborates with various national and international academic institutions, research organisations, development partners and eminent experts to advance the discussion towards making a long-term impact on policy approaches for Rural Development.

Science and Technology

The Division seeks to strengthen the science, technology and innovation ecosystem in the country in association with Central Scientific Departments/Agencies by formulating science- and technology-specific plans/programmes and policies.

Security

The Security Division acts as an interface between NITI Aayog and the Ministry of Defence, Ministry of Home Affairs and Ministry of External Affairs. The Security Division offers support and assistance to the line ministries involved in both internal and external security matters, fostering collaboration among the nation's security agencies. Its goal is to provide strategic, comments to assist these ministries achieve their long-term vision of being prepared to tackle all potential threats. The division's purpose is to encourage integrated thinking and ensure the coordination between departments and ministries to safeguard and advance national security objectives.

Services and Economic Intelligence Unit

The Services vertical aims to develop a comprehensive growth strategy for India’s tertiary sector as part of the vision “Viksit Bharat @ 2047”, to steer India towards a developed nation status. It adopts a holistic approach through multi-dimensional analysis at both the economy-wide and sector-specific level from the perspective of value added/output, employment, exports, productivity, FDI among others.

Skill Development, Labour and Employment

The Skill Development and Employment Division plays a key role in (i) building and sharing knowledge for accelerating policy initiatives for making Indian youth and workforce employable, (ii) identifying as well as offering solutions to critical issues concerning employment, jobs and livelihood creation. The Division provides advice and policy guidance to key stakeholders involved in skill development, employment generation and social welfare.   The Division engages with the Ministry of Skill Development and Entrepreneurship (MSDE) and the Ministry of Labour and Employment (MoLE) in formulating policy/programme initiatives and reforms related to skill development, apprenticeships and employment issues. The Division also collaborates with various research organisations, development partners and experts to advance research oriented towards making an impact on policy and programme initiatives.

Social Justice and Empowerment

The vision of the Division is based on the basic premise of paying special attention to those sections of our society that may be at risk of not benefiting adequately from economic progress, as stipulated in Rule 1 (i)e of the Allocation of Business Rules of NITI Aayog and amended Cabinet Resolution dated 27 January 2017.  

State Finances and Coordination

The State Finances and Coordination Vertical was formed by merging the Financial Resources Vertical and the State Coordination Vertical with effect from May 2020. The Vertical seeks to strengthen coordination with States and serve as a single point of contact for all matters pertaining to finances of States and multi-State issues.

Sustainable Development Goals

The Sustainable Development Goals lay out a uniquely ambitious and comprehensive agenda for global development by 2030. NITI Aayog is the nodal institution for achieving SDGs in the country, leading the 2030 Agenda with the spirit of cooperative and competitive federalism.

Tourism and Culture

The Tourism Division provides strategic and directional guidance to the Union and State Governments for the development of the tourism sector. The Division seeks to develop India into the most preferred destination for tourists through the development of responsible and sustainable tourism policies, focusing on niche tourism, eco-tourism and wellness tourism, infrastructure development, capacity development, and increasing tourist footfall.   The Culture Division seeks to develop, preserve and promote India’s arts, culture and heritage, with a greater policy and planning coherence in the sector.

Water and Land Resources

The broader vision of the Vertical is to ensure equitable access to water and land resources while focusing on the sustainable development of the nation. It formulates policy directions and advisories to harness the potential of advanced and ready-to-use technologies and promotes research and development to achieve excellence in water and land resources management. 

Women and Child Development

The vision of the Women and Child Development (WCD) Division is to provide policy inputs for gender empowerment and improve the nutritional outcomes of women and children. The Division designs strategic and long-term policy and programme frameworks and initiatives for improving the nutrition of women and children, and monitors their progress and their efficacy. It provides advice and encourages partnerships between key stakeholders and international and national think tanks, educational and policy-research institutions. The Division also maintains a state-of-the-art resource centre on nutrition.
